860 rue Grouard Saint – Leonard, WARNING: Do not buy/rent any of those places until you read this.

The neighborhood of Saint-Leonard in Montreal used to be one of the greatest places around and the H1P2M6 was a quite postal code until Frédéric Tremblay and his partner Vittoria Moscato arrived.

These 2 people absolutely destroyed the everything! They bought the complex in 8607 Rue Grouard and they have been nothing but trouble, they fight, scream, through things at each other, slam the doors, play loud music…. and NOT only on their house at ALL times but outside too… all the information published here has been collected and documented by several interviews with the people who have witnessed all this first hand, and proof will be provided for every claim, and NOTHING shown here is private since they both have screamed all this in the streets and there are several records, videos, and pictures.

Lets start with the physical destruction of the place they “bought”, since they spend most of their time drinking, fighting and insulting their neighbors is pretty common to find food on the streets (that they threw at each other), broken glasses, alcohol bottles, broken fences, etc…… now since they are DESPERATE for money (because they are unable to keep paying the mortgage, yes they have screamed at each other this information publicly as well) they “created a new apartment” in the basement…. BUT there are 2 issues with this:

a) The basement apartment does NOT comply with the legal requirements to be rented (In Quebec, a basement apartment has specific regulations based on its location. From a provincial standpoint, the most pressing concern is the location and availability of an egress window as a second means to escape. An egress window must be large enough for both a child and adult to climb through and open freely with no anti-intrusion bars.

To convert your basement into a rental unit, you’ll need to get, at minimum, a building permit from your municipality. To obtain one, you need to submit an application form that typically includes details such as site plan with your home’s address and drawings showing the building, parking spaces, and basement suite entrance location)

b) When they built it, they removed a load baring wall, so things are getting more dangerous by the minute.

This is an illegal basement, if you are renting it you can be accomplice to this issue, so here is the information to report it:

Contact the Appropriate Municipal Authority: In Montreal, the appropriate municipal authority to contact is the borough or arrondissement where the property is located. You can contact the borough’s housing department or the city’s information hotline (311) to report the illegal basement rental.

Provide Information: When you report the illegal basement rental, provide as much information as possible about the property, including the address and the name of the property owner or landlord, if known. You should also describe the issues or violations that you have observed, such as safety concerns or lack of compliance with building codes, (you have them all here)

Follow up: After you report the illegal basement rental, follow up with the appropriate municipal authority to check on the status of your report and to provide any additional information that may be requested.
